Windows 7 or 10? Can you see the icon for it in your start menu?
If Windows 7
Click the windows looking thing on the bottom left of screen. You should see the internet icon in there (or search for internet or Chrome or whatever)
Right click it and select pin to taskbar if you want it on the bottom of screen.
Drag it out to the desktop to create a shortcut link on the desktop.
If Windows 7

This happened to me about 2 weeks ago
On the bottom of the screen where it says "type here to search" enter "chrome" (or whoever you use for internet)
That should take you on the internet. Then you can "pin to taskbar"
for some reason, internet explorer was on my tool bar but NOT chrome (what i use). It was after a windows update

Who is the maker of the computer screen and is it the same as the computer itself? Not that this matters, but I had something similiar with a brand new HP computer several years ago. It came with only one browser and would NOT let me download Chrome. Thankfully the free service at HP, when I FINALLY got a human fixed it for me, but took awhile . Good luck!
